well i would have ALL the water premade.. so get a clean garbage cans... or a few 5 gallon buckets (it'll be handy for water changes too)
yes you can set up all the hardware... filter heater etcc.. before or after the rocks go in (but i would do it first so that the rock can hide as much of it as possible)
do you know about cycling a tank?
no offence but if you don't know this much then i wouldn't start a SW tank i'd make it a FW and gain some of the basics first.. losing a few guppies will be chearer than losing a few SW fish...
