Ray export from Brazil banned

Just heard that all export of rays from Brazil was banned from 19 september.
Its still legal to fish them and throw them on land to rot...
This is a catastrophe for the local fishermen who had an income of the export.

Brazil are working hard to ban all trade with rays from Brazil, including breed fish.
I have this information from a guy that works in the cites-system.
He says it is very possible tha they stop the trade with breed animals too. :screwy:

That is not correct David. The export have been limited by regulations, but not banned until now.

But I said wrong, it is not Cites, it is the Brazilian government.

INSTRUÇÃO NORMATIVA No- 118,
DE 19 DE SETEMBRO DE 2006

O PRESIDENTE DO INSTITUTO BRASILEIRO DO MEIO AMBIENTE E DOS RECURSOS NATURAIS RENOVÁVEIS - IBAMA, no uso das atribuições legais previstas no art. 26, inciso V, Anexo I, da Estrutura Regimental aprovada pelo Decreto no 5.718, de 13 de março de 2006, e no art. 95, item VI do Regimento Interno aprovado pela Portaria GM/MMA no- 230, de 14 de maio de 2002 e tendo em vista o disposto no Decreto-lei no- 221, de 28 de fevereiro de 1967, no Decreto no- 5.583, de 16 de novembro de 2005,

Considerando a Lei n° 9.605, de 12 de fevereiro de 1998; que dispõe sobre as sanções penais e administrativas derivadas de condutas e atividades lesivas ao meio ambiente, e o Decreto no- 3.179, de 21 de setembro de 1999, que a regulamentou;

Considerando a baixa capacidade de renovação populacional das raias da Família Potamotrygonidae;

Considerando que a pesca de ornamentais é feita sobre os estoques jovens das raias;

Considerando que as raias da família Potamotrygonidae apresentam médio ou grande porte, maturação sexual tardia, baixa fecundidade e sofrem múltiplas pressões, critérios utilizados para proibição do extrativismo de peixes para fins ornamentais e de aquariofilia;

Considerando a insuficiência de informações sobre as espécies, que possam garantir a utilização sustentável desse recurso;

Considerando que as raias de água doce, Família Potamotrygonidae, são alvo da pesca comercial para consumo alimentar humano e que essa atividade teve expressivo crescimento nos últimos anos; e,

Considerando as proposições apresentadas pela Diretoria de Fauna e Recursos Pesqueiros - DIFAP, no Processo Ibama n.o-02005.002204/97-67, resolve:

Art. 1o- Proibir no Território Nacional, para fins de ornamentação, a captura, o transporte e a comercialização de exemplares vivos de raias de água continental, Família Potamotrygonidae, oriundos do extrativismo em águas jurisdicionais brasileiras.

Parágrafo único. Para efeito desta Instrução Normativa, considerase como ornamentação a utilização de organismos vivos ou não, em aquários, tanques, lagos ou reservatórios de qualquer tipo, para fins decorativos, ilustrativos, de lazer, de entretenimento ou de observação, sem fins educativos ou científicos.

Art. 2° Aos infratores da presente Instrução Normativa serão aplicadas as penalidades previstas na Lei no- 9.605, de 12 de fevereiro de 1998 e no Decreto no- 3.179, de 21 de setembro de 1999.

Art. 3° Esta Instrução Normativa entra em vigor na data de sua publicação.

Potamotrygonids have been captured for ornamental purposes for over two decades in the Brazilian Amazon (Araújo, 1998). The exportation of theses species represents less than 1 % of all fishes exported from Amazonas and Pará States. Nevertheless, these stingrays have a significant role in the ornamental trade since often the exportation of other species takes place only if a few freshwater stingrays are included in the deal. Potamotrygonids also can raise the exports of other traditional species, such as Paracheirodon axelrodi (Araújo et al. 2004). Nowadays freshwater stingray exports are controlled by a Brazilian Environmental Agency federal regulation (IBAMA, number 036/2003), which determines a list of six species of potamotrygonids that are allowed to be exported according to a yearly species-specific quota system. Only recently catch and effort dates of Potamotrygonidae fisheries for the ornamental trade began to be collected.

In Amazonas State, where 10.000 units of stingrays are exported annually, the fishery effort is concentrated on Potamotrygon cf. hystrix stocks (Figure 2).

"Painful results of these accidents certainly make these stingrays extremely non-charismatic and feared animals for local residents and visitors. It has been estimated that in the last three years at least 21,000 stingrays have been removed from the population as a direct result of the tourism industry, with agencies hiring people to "cleanup" the river beaches by killing the stingrays prior to the arrival of tourists. Mutilation of specimens has also been observed."
 
I am now being told F&WL in the US is considering Stingrays a dangerous animal (with no relation to the Irwin accident), and they will confiscate any found during importation box searches.

Not entirely sure how true this is, but this is what Waldo tells me.

Any info? Because that is really lame.

Wow! That is disturbing.. That can probably explain why they will stop the export.
I would think that a large export for ornamental purposes would increase the value for the locals, so that they wouldn'nt kill them for extinktion.
 
What will that do to the market here? I want one!
 
It means no black rays (leopoldi, etc.) which saddens the hell out of me :( :( :(!!!!
