+60% is the bad zone for mold.. anything over that you should expect problems.
Cover the tank if you can.. the more gas exchange, the more humidity you'll create.
Wonder if your basement was already condensed? My basement was at 55% before I even installed the air exchanger, due to a bad slope and water building up in the foundation of my house. It's not like i have standing water or leaks, but the cement is definately not 'dry' as much as it should be..
Also, make sure you have good circulation if you're going to use a dehumidifer or something similar.. From what I understand, they will only draw in as much moisture is directly close to them, so you have to keep the moisture circulating.. I also understand that mold and moisture is less likely to take effect if it is constantly being circulated.
