Yeahhhh I think getting a permit for educational purposes would be the most responsible thing to do. Also some what of a loop pole in the system. But it does have its price, and I'm almost certain you would have to apply for a permit after having your aquaculture license for some time. And I do believe an inspector from fish&wildlife comes over to see if your fish room, fish house, or facilities are suitable to house such creatures. Quite the process...

I think one should just pay ridiculous sum of money to have the permit, and every year get it renewed to show that you're dedicated and responsible for their hobby. Only the ones who really love rays will fork out the cash to do so, BUT one can only dream of owning such beautiful animals.

As a private owner, you will not be eligible for any permit to posses FW rays in states where they are prohibited.
