I don't Know
Please tell me if this is appropriet for 4 rbs in a 36, they are all like 1 in.

Wed and Sat. bloodworms
tues. and thurs. algea wafers
mon. and fri. krill
Then a water 25% change every Sunday. Then every other Sunday a gravel clean. The right way to do that is to mix up the gravel and then do a 25% water change right?
Would this be a good rb keeping list?

how frequent do you feed them?
you should gravel vac every time you do water change.
what filter do you have? any plan on upgrading? under proper care they grow 1" a month.

I have the norm aquion filter that came with the tank. Also is it normal to have one that is eating (or trying to eat) a larger peice of food when he venturs near the filter gets stuck to it the gets off right away? At my lfs the guy said i coul have like 4 in there and they would be good. They also have a bit ripped up fins. Sorry for all my questions.

usually those are HOB filters that come with the tank, for a 36g tank I don't think it'll be any good for piranha, may consider of upgrading (you'll NEED to upgrade the tank anyway).
36g is no where near enough for 4 red belly piranhas (as adult). it's ok when they are this small but only will last you a short time (couple months). lfs ppl don't really know too much about most of the fish they sell, or they will just tell you what you want to hear so that they can sell you the fish.
as for feeding, at this stage you NEED to feed 3-4 times a day or at least twice a day and stuff them during each feeding, rbps grow very fast at this stage and they are always hungry, if you don't keep them stuffed you'll so come home to just one fish. if you feed them every two days then you are just asking them to eat off each other.
with the frequent feeding and depends on your filter capability you may have to do more frequent water change. get a API fresh water master test kit and make sure you keep the water quality good. ammonia 0ppm, nitrite 0ppm, nitrate 20ppm or below.

with 4 adult rbps, you should be looking at a 75g tank

Algae Waffers twice a week - are you Joking? NO IMO your care sheet is not good.
Piranha are carnivores - start feeding them a High Protien Diet - Silverslide chunks, Raw Shrimp, Talipa chunks, Raw Clams, Sand Eels, and if they will eat waffers use Hikari Carnivore. Your raising baby Apex predators not Plecos or Loaches. As for water changes I'd go 50% cleaning the bottom everytime and filtration should be at least 2x the minimum.

Ok, so your saying I should get a better filter and a bigger tank right? So I don't really have the $ for the new tank but if I wait untill they are all 3-4 in and take 3 (the weaker ones) back, will that work? Also how much $ for a new filter?

i'mma sit back and let professor jp handle this one

i agree with everything he's said so far btw. your lfs guy was just buttering you up to get you to spend money with him.
