Salvini is about as mini monster as you're going to get for that sized tank. Harden up on your brother and let him know that a 40G just won't cut it for decent sized fish, unless he wants to be cruel to it in order to impress his friends (sounds like thats why he wants a monster).

If he likes the look of Midas so much, tell him to get a mini Midas, (Pink Convict). A large male would be perfectly suited to that tank.
