Nitrites and Ammonia levels both at 0. Nitrates at 10, I think Nitrates are supposed to be somewhere around 20-40ppm. Would it be okay though if I put fish in the tank now with Nitrates at 10ppm?

yes. Nitrates aren't "supposed" to be any specific level, it depends on how often you change the water and how many fish you have. Ammonia and nitrite are converted into nitrate by bacteria.

So then if ammonia and nitrites are at 0, it is okay if I move my fish into the tank?
