I don't know the legalities so won't comment on that. I will just mention that unless you are going to be many weeks away, trying to feed the fish before you get home will be counterproductive. They need no food for just a week or two...or three...and trying to provide it will simply foul the small volume of water in their travel tank, either by direct decomposition of uneaten food or by increasing the waste produced by their metabolism.

I'd also suggest dropping a decent-sized sponge filter into one of your tanks now, so that it has time to develop a population of bacteria. Take it with you, operated by means of a battery-powered air pump, or use a standard pump powered by a inverter in your car. Since you are planning to take a heater as well, you likely have planned on the inverter anyway; make sure the inverter has sufficient capacity to run the heater, which will draw a lot more current than the air pump. Be aware that the filter will lose much or most of its bacteria if it runs without a source of ammonia...i.e. fish...so place it into the water just as you leave to minimize this. Plan on doing plenty of water changes over the course of the trip; bring dechlorinator in case you must do a change in a motel or hotel. Seine nets, umbrella nets, dip nets, waders, polarized glasses, hoses, thermometers...all the accoutrements of a fun road trip!
 
I know in my state it is illegal to take fish that are invasive alive in water such as what you want to do, all those fish are invasive so be careful.
