I've never had a problem with the ottos running out of algae and it runs wild in my tank. I have a small oval patch of green algae in the back just for the ottos but keep the rest of my glass clean, or try. I keep wafers on hand though in case I need them though, so you should if you get them.
Also since most otto cats are wild caught they are starving by the time you get them. A few of mine died when I first started keeping them because I didn't have enough algae in my tank. They seem to prefer the algae in the tank v.s wafers and wouldn't eat them.
Congo tetras are actually a good choice and peaceful schooler. Good luck.

I had a guppy swim UP and THROUGH my tetrafauna viquarium and when i replaced the cartrige she was in there, FULL GROWN! (probably was eating the extra food the filter got! LOL
