Red Devil waste question...

I'd add another Penguin 350 (or even better, an AC 70), as well as switch to the NLS 3mm pellets. At 8", he/she will be able to swallow the pellets whole which will reduce fine particulates in the water. As for Hikari, IMO it's not nearly as good of food as NLS, therefore I'd stick with your current brand.

I don't know. I'm currently on a fixed income so purchasing another filter is not really an option. I do have a few smaller penguin 200s though. And I'd prefer not to buy more fish food right now if I could help it. Do you think the hikari cichlid gold small pellet would be too small? I don't see him readily accepting them.
 
Those are big pellets. I feed my red devil 3mm omega one.

You need to invest in a big tank.... 75 minimum.

4.5mm NLS pellets for an 8" amphilophus shouldn't be an issue, the problem is you are feeding too much, in too small a tank for that species at 8", with inadequate filtration. Cut your feeding back to 4-5 pellets once a day, and up your water changes. Then start to plan on getting a much larger tank in the very near future.
