The light is too far away for sure. You will also need a UVB light soon. Turtles can take a while to get used to a new setup, just give him time.

agreed. mine is really shy about letting people see him on his dock. the moment he hears someone coming (even in a different room), he'll dive off like bat out if h***.
the water depth looks alright, although they are definitely aquatic turtles and can stand (and like) much deeper water.
i'm not sure if i missed it, but what sortof filtration do you have for him? also, you will want to make sure any substrate/gravel you have is bigger than his head, otherwise he may try to eat it, get impacted and die.

Thank you all for all the help...i moved his light last night and sure enough he was on his dock this morning...hes not very shy so he stays on it even if im up running around him...for the most part all the gravel is bigger then his mouth...he hasnt tryed to eat it that i know of...heres a updated picture of his home 
and the light he has is a heat light....thanks again for all the help any other suggestions and tips would be great
