Most breeders recommend that for better results but it's not entirely necessary.
 
its never cold enough for them to go into hibernation out here in hawaii and my friend has a pond with "big mama" shes pushing 13inches and four males and one more smaller female (9inches or so) and they breed nicely on their own without any help or hibernation...and the ones that have been released into the streams of the island breed nicely too and they probably dont hibernate casue like i said to warm to hibernate.
 
The general rule for keeping aquatic turtles is 10G per inch of turtle. It doesn't matter a that your 20G isn't a 'standard', although footprint is very important with turtles, you have to bear in mind the waste they produce and how much water is needed to dilute that waste for a safe number of days.

RES are out of the question for your tank, in fact most turtles are.

I have to agree, turtles grow very fast. I started in a 10 gallon to a 20 gallon then to a 75 gallon, now 2 are in 150 gallon. I have 1 in a 45 gallon, & 2 smaller ones in a
20 gallon tank. I was looking for another large tank at a pet store, mind you in NJ turtles are illegal so supplies are scarce. The worker was trying to sell me a fish tank, however, a regular fish tank is too narrow, turtles need width to be able to move around in. Too small, the turtle will go through stress & die. Those little cute island ponds they sell with the little palm tree are cute but no place to put a turtle.
