The 2 attackers could have been both males. Try a pair. Be sure the tank is heavily decorated, with lots of broken lines of sight.
 
Everything I've heared is to NOT put anything with him. I will do another water change soon. Should I use carbon or biomatter in my filter? Should I upgrade my filter because I'm using the one that came with the tank now.

You will have to give me a day or 2 for that because my camra is really hard to get pics from it to the computer. But he is carinotetraodon irrubesco.
 
If that is the species, he should be able to be kept with a female, in a heavily decorated tank of that size.
 
Ok can I wait for maybe a week or so. What other fish could I keep with him? Can I just keep him single with some rummynoses or congo tetras? The only female I saw in there had a small stomach so I don't know if she had a parasite?
 
It is fairly simple to treat for IPs by soaking the food in anti-parasite meds.
