Red Oscar Problem

I had this Red Oscar for about months and is about 6 to 7 inch. I keep him in his own 20 gallon long tank. The tank has no plants just rocks. The problem I am having is that about 3 days ago he started not to eat. The next day the oscar rectal area was enlarged and had a cotton like substance coming out. At first I thought that he had swallowed a rock and was just trying to pass it. But know the white cotton (fungus) is on its right fin. A small dot. I treated the tank with fungus cure and coppersafe medication today. My question is, has anyone had this problem and how did you treat it? I hope I don't lose the Oscar due to this. Was planning on putting him in a 250 with couple of clownknifes, pacus and a royal pleco.

If you have any suggestions please do tell.

My plan was to move the oscar in the 250 gallon at the end of next month. And anyways a 20 long is not small for that oscar all by him self at that size. But my question is not whether you think that tank is to small, but what is this crap coming out of him and how do I try to treat it.

Hve you tried using malachite green on the fin. You should catch the fish and put it right on the spot.
 
What are your water parameters?Thats a lot of fish for that small tank.if your nitrites nitrates are high it could be giving him indigestion.also what are you feeding him?
 
Well when i bought the oscar it was about an inch in size. SO if I put it in the 250 gallon with the fish(pacus,clownknives,pleco) it would have been an expensive lunch for the knives. So I pick up a 20 gallon, bought the aquaclear 110 filter and a heater. Wanted the Oscar to have a chance in the 250. Every thing on the tank was fine, from the ph to the nitrites. I never once had cloudly water, smelly water nothing.The oscar eats just about anything rasied it like a pacu. From peas to fish to shrimp to pellets. Any ways it really doesn't matter what I should do next. Yesterday morning it was at the bottom in a arch dead. So i took it out. Look at it and to my surprise it actually look like a gaint cut. On its under belly. That got infected. Because when I took it out, a gaint sack was slowly coming out. I took it to a fish store. A trusted one and today he called. He said he found rocks in its stomach. So we figured he crapped out a couple of rocks, rip up the insides doing so and got a major infection weeks before I notice that it was getting on the outside.
