Supplemented iron gives most plants their reds, along with a rich substrate. Proper supplement and a clay substrate will give you the deepest red plants, not light.

Pretty sure it is light actually. Although with light you need nutrients anyways, but many plants become red because it is like being tanned by the high light. It means that it can use less chlorophyll since theall amount of green is able to use everything the plant needs it for.
Some plants also ten red based on things like nitrogen and such.
Okay, light is involved... red pigmented plants will obviously look better in higher red spectrum lighting, and will also grow better. But that red pigment is related to iron content/other nutrients. Simply stronger light won't increase redness at all, proper lighting in the right spectrum and proper supplements will.
There's Ludwigia Sp. Red that always grows red in all light conditions. Its like a mini Repens has smaller leaves. Almost all red plants need higher light.
Here's a pic of my 25g. In the bottom left and top middle is some Ludwigia Sp. Red. I also have Ludwigia Repens Ruben middle and Ludwigia Sp. Atlantis on the right. On the very far left bottom and back corner right is Ludwigia Ovalis
