About three weeks ago I started moving around fish on different tank as my Phoenix Barbs ("PBs") has grown a bit too big in one tank.
The problem started when I this American Flagtail in the tank I moved the PBs into started to be aggressive and attack all the PBs. So I moved the flagtail to another tank with a couple of Florida Gars. I thought that since gars are pretty hardy they won't be bothered by the flagtail, but I was wrong, from what I saw in my CCTV the flagtail chased around the gars all day long. Then I moved the flagtail into a solitary tank.
But then a couple days later the gar started to have this red spots all around their body and I thought it might be an infection because the flagtail might have been sucking their slime coat. I quickly treated them with Oxytetracycline (OTC) and salt, and they got better by the next couple of week with only little red spots left.
But then, lately the spots are back and there is some cotton like fungus around its body. And its getting worse.
The gars are eating fine like normal so I thought its not that serious. Should I be worried tho? Anyone have any idea what is wrong with them? How can I cure this?

I have a system that does an automatic water change (around 5-8% a day), so I am pretty sure water quality is not an issue... I also added UV light in one of the filtration chamber. Is this likely to be the issue? Should I not do a water change while on treatment?
