I have had 2 pairs of Red Terrors (Festae) in the past and in both instances, the make killed the female, 100g tank, with lots of hiding places for the female. I am thinking of getting another pair, but now, I have a 250g with around 20 Red Devils, number of red devils will be reduced as they grow. Given that the Male Red terror now has "dithers" will the female have a better chance of surviving? Will the festae pair be a serious threat to the Red devils when they spawn?

Depending on size of each species.
Red devil's, if smaller will make good dither for Festae "red terrors".
You may have good success, in the beginning.
Once there red Devils start putting size on,the table will turn. Red devil aggression and attitude will out power a Festae when both species are mature, from my experiences.
Others may disagree.

Sounds like you're no stranger to fish on fish violence. One things for sure, throwing an RT pair into a tank full of devils isn't gonna make any of them more placid. I think its a safe bet that the RT will just add to the territorial mayhem, and that the female is just as likely to be killed by one of the devils as her proposed mate.

I would agree with the above.
However my females festae killed her much larger male.
My festae just does not like other red fish, big 10” male nic, red bay snook, you have better luck with a different colored fish but not parachromis- they also seem to hate other piscivores

There's always a chance that the female festae will pick a much larger RD than your festae male. An spawning pair can easily rule an 8 foot tank.
