Redoing 2 10 gallons, lighting difference question

So I'm already redoing one 10 gallon tank (Shrimp tank) using a T-5 possibly HO lighting (I can't remember at this time).

I was thinking of redoing my other 10 gallon and I wanted to try using different lighting to see if there was a difference. Would this fixture grow plants well? http://www.fosterandsmithaquatics.com/Product/prod_display.cfm?pcatid=21973

I would not put a planted tank under LEDs
Curious wat others have to say however
 
People use LEDs but I know nothing about them and how to measure their light. But I do know that T5HO is too much light for a 10 gallon. Even T5NO is too much.
 
Eh, I got it for $60 and I plan on growing some difficult plants. I'm gonna be doing CO2 and ferts on the same tank
 
Those LEDs are put out some very dim lighting. You would need several fixtures to even have what is considered low light. You may be able to get by with some very hardy low light plants like anubias though. There's a reason the real LED fixtures cost well over $1k; the technology is still too new for these high intensity LEDs
