You can DIY an LED setup, but the main thing is the actual LED itself as well as the driver. All LEDs are not the same. You'll find that a mixture of white and royal blue gives a nice spectrum, but you'll also want to look at 3w LEDs (CREE) and not the generic low wattage ones that come in the cheaper fixtures. The Marineland fixture you linked uses 1w leds.
There are all sorts of PAR analysis on RC (as it has been a discussion topic for the better part of a year) as to how they compare and perform relative to T5HO and MH.
I recently picked up a nice Current Outer Orbit 1076 model light for a good price off of craigslist. I got it in preparation for the 120g planted I'm going to try with my zebra plecos.
