I believe the previous owner of my 240 8×2×2 accidentally spilled a little weld-on on the outside of the tank about the size of a silver dollar coin. What's the easiest way to remove this. Again is definitely on the outside of the tank. Thanks in advance for any advice

Weld-on is not a glue. It's a bonding agent that acts as an emollient to literally melt acrylic to molecularly bond multiple acrylic surfaces into a single piece of acrylic. Once cured, there is no 'glue' residue. All that's left is the bonded area.
Your only recourse is to treat the weld mark as a scuff or scratch and buff/polish the blemish out. There are multiple DIY articles on polishing acrylics.
