Replacing substrate

I've just taken out my black sand as it is just too thin and every time you siphon it just gets sucked up and it looks horrible when you don't siphon it. I will probably gets pfs, but can I put this in whilst the fish are in there? I could lay the bags on the bottom and open them there as pfs is quite dense. Will this work?

I would not use the pfs without rinsing it really well first I find that it takes some time to run clear. Then you can drain half the water and scoop it in then I'd refill and wait a bit and turn your filter on. If you rinse it well enough there shouldn't be much or any suspended particles just run your air pump while the filters off.
