FX5's are not new all 3 sections of media have been removed heavily rinsed with hot water to remove any debri then it was placed in a large pot and boiled for 15 minutes at a time with a water change then put to boil for another 15 minutes totalling in 4 water changes and 45 minutes of high heat boiling then have left the media to dry in a well venilated room. I have gotten all new filter pads as well as the fine filter pads that go on top of the media. So what is the next step to get this tank up and running safely for my 7 peacock bass
You killed ALL your bacteria there. You could ask a friend for some of his established substrate and bag it in your FX5.

Yes I understand that all my bb is gone I knew my tank was going to be down for a month or so, so I just figured starting new would be the best bet. I have an fx5 on my 75g now is there any way to maybe just swap out 3 currently used filter pads for new ones to get some bb going or a little currently used media for new media?

You have a 75 up and running now right? Use one of the filters from that. The filter should have some BB in it...
