Does she look skinny to you, or am i just paranoid?

def skinny, also u should change ur substrate to sand.... its gonna scratch her bottem and cut her up... which could lead to infection

i am slowly taking out the substrate, also she constantly eats but doesn't gain weight.

What is she eating right now? Feed her lots as I can see her hip bones and that isn't a good sign....Tank mates with her at all? And I agree with Turkeyboy, switch the substrate. IMO I would never use gravel with rays just to go that extra way to keep them safe.

she eats bloods and red wigglers and ghost shrimp(many with eggs inside them=more nutrition)

if she constantly eats but doesnt gain weight theres a great possibility she has parasites. retics are kind of infamous for having parasites from what i've researched

How much are you feeding? If you feed until she wont eat anymore, and she is still this skinny, then it might be internal parasites. Are you feeding your ghost shrimp pellets before feeding them to your ray? Ghost shrimp have no nutritional value and with eggs doesnt change that.

Then you arent feeding enough...Feed until the RAY tells you its full, not until YOU think the ray is full.
