Rio pump issues, pump won't start anymore!!

Hi, I use two Rio pumps in my sump and both now will not pump water.
I have taken them out cleaned them put them back together but they still won't kick over smoothly.
I tested them underwater to see if they would start but the fail to operate properly.
The pumps both stutter and try to turn over pushing a little water out.

They will start pumping water though when they are brought to them surface, as if the gasp of air starts them spinning.

Any advice about what to do of if you to have experienced this before?

I use two 2500s. Mine has only done this once die to the fact the cover wasn't On properly so he propeller was trying to spin On a angle

Thanks for the reply but they will run but will not turn over smoothly until they are brought to the surface.

That's weird. Could have something to do with the shaft its self.

I would check for wear in the shaft and the impeller itself.
