You could do about 8 discus, or 6 with a school of hatchets on top, maybe a smaller type of loach on bottom (or cories if you want to keep them from the same region) and a small school (5) of a larger mid-dwelling tetra like the colombian.

Plants you could do a centerpiece amazon sword, tall plants like bacopa or hygro stalks in the back with different crypts and vals as mids. For small plants I have found dwarf sagitarria to be nice. I suggested all of these because they are relatively easy to care for.

agree on the african idea, go with a senegal poly, ctenopoma, and perhaps some butterfly fish...or replace the ctenopoma with buffaloheads if you want cichlids in there
