River Flow... How do?

You'd set up powerheads at one end, connected to an inflow at the other; or many depending on the width of tank etc. But yeah in terms of the sand, only way you're going to avoid the kick up is if its blocked by large stones etc, or if the powerheads are higher, even then itd be a pain
 
I have always been impressed by that Panta Rhei river tank but as already been said due to the noise level it could not be situated in tha main area of the house.
 
So then to throw out another idea for the OP how here is 2 more for you if you haven't already seen these. First video will give you an explanation then in the second note the construction of the raised area in the tank. This would be more what you are looking for IMO.

Nice design and setup, not my cup of tea, prefer something a little less frantic. Would be cool in a fish room as a biotope type tank.
 
search your browser for "river manifold tank", there are some nice easy designs using PVC pipe and powerheads.
