he had been in the tank for about 2.5 weeks, the tank is at work, the phyisical size is 15 gallons, but volume is 200 plus gallons with a constant drip system so it gets a least a gallon or so replaced a day with 30% every other week changes. he was in with some large tetras and plecos, but was moved to a tank by himself. the ropefish was roughly 7 or 8 inches.

My best bet would be that the fish was damaged when it was caught.
Sadly, some collectors in Africa simply throw soap into shallow water to collect these fish... The surface tension is broken and the fish can't breathe... From the symptoms you described and your normal water quality I'd guess that it's gills got damaged critically during collection. Bummer
