Fancies breed just as easily. As for the space issue in college, not much of an excuse. You don't actually need a tank- just anything that can hold water. They make rubbermaids that fit under beds. Last time I checked, those were water tight.
I'll cosign to this. I've got a 58L quarantine rubber maid under my desk. It has the basics and could hold a bunch of rosie reds/guppies for weeks on end easily.
