Rudd is a prohibited species in Pennsylvania and so are most states. Rudd's close relative, Golden Shiners would be your best choice.

Noted: it's impossible to obtained a legal rudd in United States.
 
I had figured that the idea popped into my mind this moring and I thought about giving it a shot. I am getting a few mirror carp and I just wanted to have a tank setup of some freshwater fish in Ireland. Does anyone know a place that sells golden shiners?
 
Either go to any bait shop or collect them in few lakes/creeks yourself.
 
Sounds like a plan im thinking about using a minnow trap. I've never used one before so I am assuimng throwing worms,bread and corn in there will get something.
 
Minnows are visual; white bread works great. Golden shiners are usually in weedy, slow or still water. They are easy to ID: the lateral line curves downward behind the head, then back up towards the tail. The anal fin has a long base and curved margin. Most other minnows have relatively straight lateral lines and short-based, triangular anal fins.

Most of the photos you see online are of large adults, which have a distinctive deep-bodied shape; smaller fish have a more slender, typical minnow shape.
