Wow, he was feeding them dog and cat food too. oh man, let me at him! i'd like to modifye his skull
Pretty sure I've seen sleeves for turtles and tortoises to prevent them wondering off. That's just horrid. Given how sensitive they are to the slightest touch That's probably like a root canal sans pain killer. Anyone that has cracked a tooth to the root knows that while not remotely fatal you wish it was.
I think a specific piercing with a rusty drill would be appropriate.

Ahhh... That makes me cringe I have a sulcata and I could never imagine drilling him, hes my buddy and weighs like 80lbs but I still manage to tote him around when I need to, but he just comes when hes called :]... Thats like drilling your dogs neck so its leash can be perminately attached... Awful :[
