ive already been decreasing the time the lights were on, and im just gonna scrub everything good i guess, i dont trust the chemical stuff either

Why don't you add a bushy nose pleco?
BTW Brown algae doesn't need light to grow. It's a good idea to feed less and do more water changes as mentioned before. But the pleco will help right away.
