Salt stuck skin... ADVICE?

I have 3 glass eye squirrl fish and one cardinal fish in 55. I do regular top-offs once every or other day, basically whenever the sump is running low. *I add salt water (mixEd in a 5 gal bucket using spray nozzle). I noticed my squirrels get grains of salt stuck to their skin and fins. They don't have scales more of a rough type of skin. my cardinal has larger scales so it doesnt look like much sticks to his body, some on his fins. Do you think its because I don't let the water sit long enough for salt to desolve? Or, do you think its because there's too much salt n the water? I checked the hydrometer and it was acually reading lower but the hydrometer is kinda old.
 
Are you adding saltwater or freshwater when you "top off"??
 
top off should be freshwater, that what i do, always checking with the hydrometer,
it will be a good idea to get a new hydrometer also.
 
Sounds like ich... But investing in a Refractometer for more pinpoint salinity readings wouldn't hurt.
