The only reason I chose tetras, is because I want to have a few when it does get cycled, and pet smart had a sale going for a dollar a fish that ended yesterday.
I did the water change, and scrubbed it out. I refilled it, let it go over night, and added some tiger barbs to it. They've been in for about an hour with no problems so far, hopefully this is a good sign.
