Sand blowing around

my sand wont seem to settle and just keeps blowing around its not a lot just looks like debris i tried leaving my powerheads off and nothing....any suggestions

as far as what in the tank just 2 power heads..my return from my sump...rocks sand and fish....

I have heard that some sands can take weeks to settle out, I also have seen people put ultra-fine filter socks to try to capture some of the particles.
Why do you have sand in the water as well as fish? Did you not cycle the tank? or are you cycling with damsiels? Or did you decide to add sand after the tank was setup?
