Has anyone ever done this cause I really want to take off this black spraypaint I bought it like this from a mfker and he told me its spray paint. I tested with a piece of plain steal wool
And it does come off. I just want to know if I could use a sander cause it would be much
Easier and faster. I have a stocked 55 gallon and cannot move the fish should I cover the top with plastic and tape it down?

If you are going to do this i would for sure seal up the tank. I would be worried about sound and stress on the fish from a sander vibrating at high speed.

How about a razor blade?

Get a real scraper, the kind that holds a straight razor blade perpendicular to the handle. Once you get it started it'll make short work of the paint, and you'll be done in an hour or so. A sander will scratch the glass.

and if you do insist on using a sander, I would lower the water level to about 1/3 of total capacity to take the stress off the glass when you do it.

I wouldn't use a sander. Just get a really good razor blade and get at it. It will come off.
