I seriously doubt it will be stunted, our silver survived 6 months in a 33, after it was only planned to be in there for a month, for grow out.
As for jumping, they will, the same fish was found on the floor in the grow out after hearing a noise during the night, when it was finally moved to the new tank it jumped 3 times on the way, once from the bucket to the holding tub and twice out of the holding tub. How it's never smashed the condensation sliders in the new tank I'll never know.
