1" is rather shallow for substrate plants, at a minimum I would go for 2-3" for something like swords. That means you need a minimum of 4 bags.

In theory could he get 3 bags and then slope it so that one side is deeper than others, allowing for plants in the deep side and nothing on the other? Just a money saving idea (though nothing in this hobby really saves money lol).

Yeah he could do the 2/3 decoration method , but then the bichirs may mostly be there except when eating in the empty area

I like Deadeye Deadeye ’s idea. I contacted the structural engineer that helped us with remodeling because the tank is upstairs and he said it should be fine. 150lbs of sand is quite a bit though! But it’s cheap!

What plants would look good with bichirs and a leopard bush fish? Any, I guess. What plants are hardy and would look clean in black substrate And a piece of driftwood. Should I stay with the basic Anubis, Java Fern ‘trident’, and Amazon Sword? I could take Java fern ‘trident’ clippings from my sisters tank and anubias clippings from there as well. What other hardy plants would look good?

Really any hardy plant is a good choice.
Definitely Anubias and Java tied to rock and driftwood.
I like aponogeton ulvaecus, the big seaweed looking one up front on the right:

Hornwort has become my go to floater. Val is very hardy, but like swords, needs a strong light to do well. Both also need fertilizer like root tabs in the substrate.
I just picked up some ludwigia too, should be hardy and is a nice red color.
 
I have root tabs and some beneficial plant liquid I got from AFD (I know root tabs are the best). I dont have a very strong light, so the hardier the better. I like Süßwassertang. Can I attatch it to driftwood like moss? If I got floating plants, I think red root floaters would be best. These are my favorite plants:

1. Anubias
2. Java Fern ‘trident’
3. Amazon Sword
4. Süßwassertang
5. Red Root Floaters
6. Rotala indica
7. Cryptocoryne Wendtii
8. Vallisneria Spirralis

I really like 1,2,4 and 8.

1. I grew one in a vase with no water changes or lighting other than some sunlight for a year…basically nuke proof. Low light.
2. 50/50 on Javas. Sometimes they are flourishing and sometimes they die back, all in all a very easy plant though. Low light.
3. I actually have trouble with mine, but they are supposed to be pretty easy. Just give root tabs and strong light for 10-12 hours.
4. No experience
5. Not much harder than duckweed. I haven’t kept it but it’s supposed to be just as easy (but not as fast growing).
6. No experience, supposed to be rather easy.
7. No experience, supposed to be rather easy, needs root tabs I believe.
8. Very easy once it gets going. I have jungle Val. All it needs is a strong light (my first Val, corkscrew, died due to insufficient light from the stock light) and root tabs.

The nicrew lights are good and cheap. I have the aquasky, I love it (I was sold on the thunderstorm setting), definitely an improvement over stock lights.
