How long have you given the fish to get acclimated? If the parameters of your tank are good I would be patient. She probably just doesn't like the change but will come around with time.
 
For best color, yes, red background and gravel. But if the fish is acting as though it is sick or not going well "health" wise, I would put it back into the "black" tank.
 
First question, did you acclimate the fish before entering it in the new water, did you also add new water to her old water before putting her in the tank, did you check the temperature of the water, and you need to change that black background to blue, Whenever putting a fish into a new tank don't feed them for 48hours then start the feeding off low, just a few pellets for the next 3-5 days, then start increasing the dosage of pellets..
your fish could be in shock...change 50% of the tank water with new water, add extra salt and if you can get a hold of some oxytetracycline add it to the water, then change 50% in 2 days.....try this method...
