What kind of lighting would I need to get them to show those colors?

Personally I'd stay away from Serpae Tetras. As pretty as they are, they are known to be fin nippers. If you like the shape of the Serpae, take a look at Lemon Tetras. Close in body structure, but a vibrant yellow as opposed to the deep red. They don't bother other fish the same way the Serpaes will. The Bleeding Hearts are a great suggestion. Nice color and personality, and are a little larger then many other tetras. I'd also suggest looking at Emperor Tetras. I think they look fantastic schooled together.

Thank you! Now again photos are not good to judge color as far as I can tell. So do they have the blue in them or are they the grey and black, or are there multiple Emperor tetras?

There are at least two types. The Nematobrycon Palmeri is the standard blue and black with a little yellow, and the Inpaichthys Kerri, which is the Purple Emperor Tetra.
