Seeding

In regards to seeding tanks with established filters, using say sponge filters for example; does the filter with beneficial bacteria on it, need to run (I.e. air passing through), or is it simply enough to place the sponge next to the new filter?
 
It should run since the beneficial bacteria in it is aerobic. Water flow and oxygenation is necessary. Without flow the bacteria in the filter will die. Some external bacteria on the filter will survive but the majority will not.

BB are sessile so some suggest placing the original sponge filter media (or a piece of it) in direct contact with the media of a new filter which is in operation.

This of course isn't always how it's done (for many practical reasons) and it does in fact work by running a seeded filter in a new tank. As long as one is patient, either method will jump start a tanks biological process.

As has been stated, the BB should have access to oxygen and nutrients so simply placing a non operational sponge filter in the tank is not the most efficient method.
 
So I seed one filter 15 minutes ago. I have an established bigger capacity filter which is running in a larger aquarium. I need to setup a small tank in urgency so I took bio balls and cermaic rings plus seachem matrix from running to and replace everythkng in this newly opened filter and added the stuff from this new filter to the old one. I also pick the filter floss from old one and added to this new one as well. I am hoping this will do the trick but not too sure. Some input would really be appreciated.
