You mean a check valve type? Ya that would work greatWould a foot valve not solve the problem of the pump not self priming? (Excluding the chance the foot valve fails, which is no small concern.)

Check valve near the tank intake would keep most of the pipe and the pump primed. I'd be more worried about diffusing the intake suction as it appears to be pretty exposed in tank and could do big damage to critters and pump if something gets sucked in. There needs to be some sort of prefilter or the pump needs to be able to handle debris.
Thanks, but I don't actually plan to simply have a 1 inch open ended pipe into the tank.
My issue presently is finding a pump that will work.
I was thinking this recently as well, the pump could suck in particulate. Not sure how else one could have an above tank sump though, it's been done though..Inherent in your choice of pump is the consideration of the type of material it will pump. In your case, you have identified that you have the potential to being trying to pump two different materials (air and/or water), but you have said nothing about whether the pump needs to handle suspended material. Sumps are typically setup such that the pump gets particulate free water, I don't see a pre-filter in your sketch, which means that you need to take this into consideration when choosing your pump.
Perhaps if you give us more information on what you want the intake to look like we could clear this up and give you better counsel.
