The male has to fertilize them right as the female is laying them. Most angelfish today are so inbred and removed from the wild they don't know how to care for their young, and it's not uncommon that they are sterile.

If your goal is to breed angelfish, I would get some nice wild caught scalare, maybe a group of 6, and let them pair off. You should be able to sell the fry for some decent money too, since the parents are wild. A local supplier to me is selling 6 for $50 and they ship, so PM me if you want to go that route.
 
Leave them alone and let them do their thing. If they cannot raise the fry, its nature's way of telling you that they're not able to produce offspring.

I had few pairs of angelfish in a community tank full of big rapahel catfish, bumblebee catfish, clown loaches, uraus and red hump geo's - it was a chaotic tank but there was a pair that was able to successfully fend off everyone including the sneaky bumblebee cats until their fry was freeswimming at one week old before I decided to move that pair out of the tank. No other pairs were able to successfully do that and it was PIA to try to raise their clutches. Never again will do that as its the nature's way of telling me to let things to be sometimes and let nature run its course.
