How about a planted invert and neon tetra tank. The temp can be kept in the mid to upper seventies. A twenty is perfect size for planting still shallow enough for good light penetration. I use a double 24" t8 with a 10K & floramax. It's great for mid light plants.
 
Yeah, that's the rub...no space (really, I could find a corner) or time. ..but it's only a 20....WC would be minutes...
Its your time, so it has to be your call.

If you keep it stocked super light and throw a pothos plant into the mix, you can definitely stretch out the maintenance frequencies

MikebNJ had someone show a Cory tank in his thread....I do like species only....never really did a planted tank per se...the ideas are extremely stimulating....

What kind of inverts and how many....6-8?...Neons could be like two dozen...
 
Some Nerite snails (4) a couple of bamboo shrimp (filter feeders) and some small shrimp, cherry, ghost etc. 18 to two dozen neon's and four Otocinclus, done. Use anubius, crypts, java fern some small driftwood branches and pothos hanging out the sides. The whole thing can be filtered with a sponge filter, box filter or and AC30, 50 you don't need much. For ferts some Flourish and Excel doesn't take too much.
