Would the UV sterilizer on one side and a CO2 reactor on the other be sufficient back pressure to slow the return flow, or should I get a ball valve(s)?
I think that answers my previous question. The restriction from the equipment throttled back the pump so that it could operate with the small overflow. Set them up to see if they will make the system work properly. If not, ball valves will be the answer.

The UVS bulb is burnt out, but I'll set it up anyway just to see. But if I don't have equal pressure on both sides won't it just follow the path of least resistance and go the other way?

There's one PVC ball valve in the box of stuff this came with but given how the tubing was hooked up to the pump I'm not sure how/where that would've been connected. My guess before trying this out would've been that it was on the input, actually.

Anyway, the pump output has a 3/4" ID flexible tube 6" long, then a Y hose barb. Was set up that way when I got it.

As weird as it may sound, 1/2" will flow just a tad less than half of what 3/4" will (just kinda lucky, but whatever works). The system is already self regulating of sorts.

If you aren't going to use the UV and the reactor, just get another overflow for it. If you are going to use them eventually, go ahead and hook them up to see how it runs.
