No bichir will do in a 20 gallon, especially a senegal. They are incredibly active fish, swimming around the tank all day. And at 12-14" will have no room to turn around. A 50 gallon would be the absolute smallest for one of these.

A wild caught non-albino senegal CAN grow to 12". A CB senegal is more like 8-10" tops.
Dimensions I looked up for a 20 long were 30x12x12. Shouldn't be a problem for a senegal, especially albino senegal. 30's a decent length, 12 is enough width. Height not too much of a concern for bichirs.
A 20's easy enough to upgrade, anyway. Shouldn't even have to take all the water out to move it.
Even the more active bichirs I've seen have not been something I'd call "incredibly active."
Then you haven't spent much time watching senegals. I had three for many years. They almost never stopped swimming, and they are VERY prone to sudden bursts of speed. Even if your fish only hits 8" (which a lot of albinos will surpass), at full speed they are slamming into the other side of the tank after swipe of the tail. Even 30" isn't enough, especially with only 12" width. A 40 breeder would be the smallest tank I'd ever keep any of the small bichirs in. That would give them a full 36" length, plus 18" width, which will actually allow them to move properly.
