I have a tank with 2 serverum (1 rotkiel and 1 red spot) plus a massive choco cichlid in there. The 2 severums keep kinda spiral swimming around each other and doing this thing where they twitch like a rapid spasming twitch. They are healthy and eating im guessing its either breeding behaviour or asserting dominance? but ive never kept severum together before so im not sure..

Definitely sounds like spawning behavior. They will clean and defend a area once ready to lay eggs.
 
Without the twitching it could be one of a few different behaviors, including but not limited to courting and pre-spawn behavior. Video would be nice for confirmation, but the twitching is usually a pretty strong signal of a spawn coming. Another signal is if they appear focused on a particular rock or spot in the tank, hanging near it, etc. At some point during the festivities you may see them appear to fight, locking jaws, etc, but this is often part of the ritual as well.
