Severum bullying

I have 2 severums, both are only about 2 inches so still pretty small. The one is constantly chasing the other and has it so the one fish just stays in the corner of the tank.

Any ideas on how to stop this? I have 6 black skirt tetras and 6 clown loaches in with them.

I have a 36 gallon tank that I could move it to if need be. But I am not sure how the severum would get a long with one of the fish in the tank. I am not sure what it is, but it seems to be the boss of the tank. Here is a pic.
Severum is about the same size as it.

Adding more dither fish will help.......A dozen neon tetras or a dozen tiger barbs..............Having schooling fish that move around a lot will keep the eyes of the severums focused away from each other more often.........
 
you need decor. a couple of good sized chunks of wood, or multiple clumps of plants, or both. the less they see of each other, the better.
lowering the tank temp to the bottom end of their range can help too.
 
I have some taller plants that are the full height of the tank, but they are kind of thin and spread out. I do have some pieces of wood in the tank. I just took out the biggest piece so I will put that back in.

Would a bunch of neon tetras work? Won't they eventually be small enough to be eaten by the severums?
 
Increase structure (plants, driftwood) to break sight lines and define separate areas. Also, adding a couple more severums would help spread out the aggression and very likely lessen it.

+1 to this. My experience w/ sevs - they pay zero attention to dithers. Sevs go through a phase of conspecific aggression from 2-4in where they establish dominance and it can be pretty relentless. Sight breaks can help & adding more sevs(you'll have to rehome some as they get larger) might help too. I was left with one sev, but he is a beast haha
