Yes, the male's tube is slanted and the female's is strait down. I'm pretty sure that is the best way to tell.
Venting
Oscars are one of them fishes you can't tell the sex by just looking at the fishes, even though some people have claim they can. But than again it's not a valid claim when it's not consistent.

as for the bichir...even though they are shaped like worms you'd think they'd be a prime target for large cichlids, but I've moved even smaller bichirs (4-6") into and out of tanks with large cichlids who never even gave them a second glance. I've never had a large cichlid attack a bichir....now that's not to say it's not possible...anything is possible. I'm just saying that IME bichirs do very well with even larger cichlids.
