Hahaha..dude bro....'explaining' is not the only thing u need to do....
 
Aside from the laws there, you might consider placing a sheet of marine grade 3/4" plywood down on the floor before emplaceeng your tanks, just cut it to fit the full width of the hall. It will help spread the load by making a wider foot print and can be covered as you like with tile or linoleum squares. I do this any time I set up a tank bigger than400 liters that is not on a concrete slab. A freind once had a 1100+ liter tank slowly pull the floor joists loose from the wall on one side of the room and then fall over. His landlord was not happy.
 
I have a friend who owns a 2 tier 6x2.5x2.5 who stays in a HDB flat . So it should be ok.
