IMHO - a 6x12x3 with rounded edges (which works out to just under 1700 gallons) would be fine for smooth hounds. If you're serious about building one you should read up on some of the other threads here in regards to filtration and water flow. Would be a monster tank!

And I personally I think 1,700-2,400 gallons is too small for an adult smoothhound - for their normal life span.
As for ORVs, like BTR or bonnetheads - I would go with something at least 3 times that volume for juveniles. As for what they need as adults - check out the Recommended Tank Size Sticky.
